ETALING JAYA: The government had to bear the cost of more than RM80 million for development projects for the Royal Malaysian Police (PDRM), which were either stalled or cancelled outright.
According to the 2010 Auditor-General’s Report, a total of 44 PDRM projects were stalled and 11 were stopped due to several reasons including cost increases and sudden changes in the projects’ scope.
“On May 30, 2008, the finance ministry approved 129 projects at a cost of RM9.24 billion. In line with that, PBLT (Pembinaan BLT Sdn Bhd) had issued letters of intent to appoint consultants,” said the report.

OMBAK: Some 40 students from various universities staged a protest within the International Islamic University (UIA) grounds tonight, condemning “persecution” against vocal academician Professor Abdul Aziz Bari.
Gathering at about 8pm in front of the UIA mosque, the students lighted up candles and held up papers printed “Mahasiswa tuntut kebebasan akademik” (students seek academic freedom) and “Bebaskan university daripada cengkaman politik” (free university from political stranglehold).

The author of the Obedient Wives Club’s (OWC) contentious sex guide has claimed to have experienced “spiritual sex” with her late husband and penned the book to share the “rewards” of her knowledge with members.
Madam Hatijah Aam, 57, the second wife of the banned Al-Arqam founder, the late Ashaari Muhammad, said she wrote the pocket-size, 128-page book to counter the “westernisation of sex”, which aims to “destroy the purity of the act”.
The Malay-language guide, Seks Islam: Perangi Yahudi Untuk Kembalikan Seks Islam Kepada Dunia (Islamic Sex: Fighting Against Jews To Return Islamic Sex To The World), priced at RM50 (S$20), was made available only to OWC’s 3,000 members and married couples when it was published in August.

INGAPORE - A 34-year-old woman was asked to transfer about S$14,000 to someone's bank account to secure the release of a friend she met on a dating website.
But sensing something was amiss, the woman called the police to check and found out it was a scam.
Both the police and the Immigration & Checkpoints Authority do not require the transfer of monies into bank accounts for the release of any person being detained.

That’s the best description of the Federal Government’s fiscal position which had been governed by Barisan Nasional (BN) over past few decades except a brief period of federal budget surplus from 1993 to 1997 when Anwar Ibrahim was the Finance Minister. This year’s much-delayed Auditor-General’s Report again revealed wasteful spending by government departments as well as weaknesses of governance which have contributed to the Federal Government’s embedded deficit and debt problems. The report’s specific remark on rising trend of public debt which is approaching alarming level is a serious issue. Due attention shall be given to the questionable debt management capability by the BN Government.
Fiscal deficit is not always bad. However, persistent fiscal deficits even when economy is growing – meaning there’s a serious lack of fiscal discipline – would weaken a government’s position to meet its debt obligation later on, especially in time of recession. And when this happens, that means the future generation will be burdened with ballooning public debt.

he Auditor General has rated the Kelantan state government’s financial position in 2010 as satisfactory.

The state saw a revenue increase of RM51.07 million or 52.5 percent, from RM97.23 million in 2009 to RM148.30 million in 2010.

"Analysis of 5 years into the consolidated revenue from 2006 to 2010 shows a dip in 2007 and 2008 and then increase in 2009 and 2010. Cash reserves and investment rose in 2010, with the balance of RM97.23 million in 2009 increasing to RM148.30 million in 2010,” reads the AG’s report released yesterday.

he Kedah state government achieved a 135.8 percent increase in state revenue with a  record surplus budget for 2010 at RM22.50 million, compared to deficit of RM62.89 million in 2009, says the latest Auditor General's report on the state.

“State expenditure meanwhile only rose by RM2.55 million or 0.6 percent. This led to a surplus for the state government in 2010,” it said.

he Penang state government continues to be in the good books of the Auditor General, who commended its improved financial position in 2010 compared to 2009.

According to the latest AG report, Penang's consolidated revenue grew by 2.7 percent, from RM1,101.89 million for 2009 to RM1,131.17 million in 2010. The consolidated cash reserve rose by 6.2 percent to RM572.49 million, up from RM538.95 million in 2009.

verall, the Selangor state government received a ‘satisfactory’ rating from the Auditor General for its financial position ending 2010.


The state’s consolidated revenue increased by RM266.91 million or 20.2 percent, from RM1,319.97 million in 2009 to RM1,586.88 million in 2010. This is despite it registering a 10.9 percent or RM192.36 million drop to RM1,571.50 million in state’s revenue last year (RM1,763.86 million in 2009).

“The operating expenditure has also decreased by RM382.56 million or (20.9 percent) to RM1,447.26 million in 2010 compared to RM1,829.82 million in 2009,” reads the AG’s report.

US woman accused of trying to sell her 13-year-old daughter's virginity pleaded guilty on Monday to two sexual exploitation charges for having the girl model in her underwear for men.
The 33-year-old woman had also faced two first-degree felony counts of aggravated sex abuse of a child - and up to life in prison - but prosecutors agreed to drop those charges in exchange for her plea.
She now faces up to 30 years in prison at sentencing on Dec 5.
Authorities said the woman offered her daughter's virginity to a man in April in exchange for US$10,000 (RM32,000).
Initially, the girl agreed to the arrangement and modelled twice in a bra and underwear for the man. Police said the girl then changed her mind.

Abdul Razak Hamid, 53, pleaded guilty to 12 counts of causing wrongful restraint to the victims aged five to nine when he molested them in various locations such as Ang Mo Kio, Hougang and Yishun between 1994 and last year.
Between Aug 18, 1991 and April 25 this year, police received 53 reports of outrage of modesty against female victims aged five to 11.
On April 20, he was captured on CCTV installed in a lift for committing a similar offence.

The family was heading to Alor Gajah, Melaka to celebrate Deepavali at a relative's home when the mishap occurred at 8.56am.
Officer-in-charge of Rembau fire and rescue station Zamrus Zainal said P. Mugunthan, 42, and his wife, K. Sothi, 36, were burnt to death in their Honda Civic car during the incident.
"Passers-by only managed to rescue the couple's sons, aged 10 and 13. The drivers of the other two cars also escaped unhurt," he told reporters at the scene.
The bodies were taken to Seremban Hospital for post-mortem.

hey are young boys – not old enough to carry identity cards. And their victim is much younger.
One of the lads bragged in class that he and some friends had lured the seven-year-old girl into a hut and sexually assaulted her.
She screamed in pain but they continued to sodomise and rape her.
The matter was reported to their teacher who in turn told the mother of the 10-year-old braggart what had happened.
Police said they have picked up three boys – aged 10 to 11 – in connection with the alleged incident that occurred in Bandar Baru, near here, on Oct 13.
The boys are out on bail after having their statements recorded.

READ your column every Sunday and I would like to share my story with you. I'm a divorcee and have raised three children by myself and they are all grown up now. All of them have their own lives and I do feel loney without company by my side. I have longed for a relationship but could not find a match, thanks perhaps to my 12-hour-day work with only one off-day each week.
Sometimes while I am driving or when I reach home, I feel extremely lonely when my children are not at home. Many people have advised me to go out to socialise and mix around. But I dislike going out and prefer to stay home after long hours of work.

rof Aziz Bari has become a critical test case whether Malaysia is moving towards greater democrartisation, academic excellence and enhanced International oompetitiveness or the reverse.
The suspension of Aziz by IIUM could not have come at a worse time for Prime Minister Datuk Seri Najib Razak's National Transformation Programme whether government, economic or political.
It has firstly thrown into doubt Najib's political will, commitment and stamina whether the Prime Minister and his administration are prepared to see through the wide-ranging government, economic, educational and political reforms without which Malaysia stands no chance of escaping from two decades of middle-income trap, overtaken by one country after another most notably Hong Kong, Singapore, Taiwan and South Korea.

They say 'woman' is fickle, but Gaddafi changes his women almost as often as he changes his outfits (many times a day according to his former nurses) - if reports of the high turnover in female security staff are anything to go by.
When his cards are down, where are his faithful female friends? Those Amazonian Guards said to take bullets for him and in service til death do them part with the Colonel. Out with the old, in with the new? Or maybe it a curious mixture of old, new and blood ties that last till his bitter end. It is hard to tell where female allegiances lie at this stage of Gaddafi's demise, since stories of betrayal are rife and mixed in with tales of steadfast loyalty.
Women for Gaddafi are today few and far between however. It is common knowledge that even his wife and daughter have abandoned him, for their own safety. Understandably so, given the precarious and highly unstable situation of their fugitive Boss/ Father/ Husband/ Leader.

Intrepid ... Dayn gets foot on the railing


A FEARLESS toddler's daring bid for freedom from his cot has become an internet hit.
The hilarious video starts as young Dayn swings up his left leg on to the bed's railings.
Watched by his twin brother, he then dangles on the side and falls to the ground.
Despite landing with a bump, Dayn recovers and totters over to grab the video camera on a cupboard.
His American mum posted the clip on YouTube after setting up the camera to find out how Dayn was escaping.
